About this opportunity
The Department of the Army Materiel Command TACOM Life Cycle Management Command is seeking a contractor to provide hardware consisting of obsolescent component procurement and storage of obsolescent components for the Abrams Family of Vehicles (FoV). This includes the M1A1, M1A2, M1A2 System Enhancement Program, Joint Assault Bridge, Assault Breacher Vehicle, and Abrams Foreign Military Sales (FMS) to various countries. The contractor will be responsible for the procurement, storage, inspection, tracking, reporting, and release of the obsolescent material and hardware, as well as providing the government with multiple hardware proposals and certified cost and pricing information. The government intends to award this contract on a sole-source basis to the incumbent contractor, General Dynamics Land Systems (GDLS), as they are the only company that replied to the market research and have held the previous four contracts, in addition to holding the technical data for the obsolete materials.
This pre-solicitation notice does not mention any set-aside designations. The relevant NAICS code is likely 332992 - Small Arms Ammunition Manufacturing, and the PSC code is likely 1005 - Guns, through 30MM. The estimated value or budget range for this contract is not provided. The contract will continue to support the U.S. Army TACOM Integrated Logistics Support Center, Project Director-Main Battle Tank Systems, and Abrams FMS customers until a new component(s) can be designed, validated, and produced to meet the technical data and product fabrication specifications of the Abrams Tank System.

DESCRIPTION OF REQUIREMENT

This contract will allow for continued service support to the U.S. Army Tank-automotive and Armaments Command (TACOM) Integrated Logistics Support Center (ILSC), Project Director–Main Battle Tank Systems (PDMBTS) and Abrams FMS customers. The obsolescence management functions include:
A. Procuring and storage: The contractor shall be responsible for the procurement, storage, inspection, tracking, reporting, and release of obsolescent material/hardware, NSN and non-NSN items, acquired under this contract and previous out-of-production contracts. The contractor shall notify the Government when parts are becoming obsolete, and the Government will review the recommendation and determine its requirement. The contractor shall provide the Government multiple hardware proposals throughout the life of this contract, as well as certified cost and pricing information whenever the procurement exceeds the certified cost and pricing threshold. The Government will conduct a cost/price analysis on each hardware proposal it receives.
