Update #3 ·

NOTE: THIS IS AN OUT-OF-CYCLE BAA FOR THE PERSONNEL PROTECTION SUBGROUP. THIS IS NOT THE ANNUAL CTTSO BAA.

This is a Combating Terrorism Technical Support Office (CTTSO) Broad Agency Announcement (BAA) issued under the provisions of paragraph 6.102(d)(2)(i) of the Federal Acquisition Regulation (FAR) to provide for the competitive selection of research proposals. THIS IS AN OUT-OF-CYCLE BAA FOR THE PERSONNEL PROTECTION SUBGROUP. THIS IS NOT THE ANNUAL CTTSO BAA.  Contracts based on responses to this BAA are considered to be the result of full and open competition and in full compliance with the provisions of Public Law (PL) 98-369 Section 2701, "The Competition in Contracting Act of 1984."  Awards for submissions under this BAA are planned in Fiscal Year (FY) 2012; however, some awards could be made in late FY 2011.  Funds may not be available for all requirements under this BAA.  No contract awards will be made until appropriated funds are available from which payment for contract purposes can be made.

THIS BAA WILL BE POSTED TO THE CTTSO BIDS WEBSITE BY CLOSE OF BUSINESS 19 JANUARY 2011:

https://www.bids.tswg.gov/tswg/bids.nsf/DownloadBAAs?OpenView

The CTTSO Personnel Protection Subgroup is interested in two vehicle development efforts. The first effort is the "Base Platform for Armored Vehicles" requirement which seeks to develop a 4-door 4x4 all wheel drive sport utility vehicle (SUV) as a base platform for the near-future fleet of armored vehicles. The second effort is the "Future Armored Alternate Fuel SUV Platform" requirement which seeks to assess the suitability of a current or anticipated alternative fuel or advanced (electric/hybrid) sport utility vehicle (SUV) as a base platform for the future fleet of armored vehicles.  A "Bidders Conference" is not planned for this BAA. Questions may be submitted in accordance with Section 1.6 of this BAA.
