About this opportunity

Washington Headquarters Services/Acquisition Directorate is conducting market research for forensic toxicology quality assurance services supporting the Department of War's Drug Demand Reduction Program, with a Capabilities Statement response deadline of June 30, 2026, at 10:00 AM Eastern.

Work will be performed primarily at the contractor's facility, with the exception of laboratory accreditation inspections and forensic toxicology consultation services, which must be performed at Government facilities during standard operating hours (7:00 AM to 5:00 PM, Monday through Friday).

The contractor must provide forensic toxicology quality assurance support for five Forensic Toxicology Drug Testing Laboratories that collectively process over 4 million urine specimens annually, testing for a panel of 25 or more drugs including fentanyl, LSD, psilocin, and synthetic cannabinoids. Core deliverables include monthly blind proficiency testing (approximately 100 specimens per laboratory with 47 percent positive, 47 percent negative, and 6 percent intentionally discrepant), monthly open proficiency testing, reference material services and certification, biannual laboratory accreditation inspections (three consecutive business days per inspection with one Lead Inspector and two Secondary Inspectors minimum), and forensic toxicology consultation. The Program Manager must hold minimum five years as a forensic toxicologist, five years in the DoW Joint-Service Biochemical Testing Program, and Fellow or Diplomate certification from the American Board of Forensic Toxicology. Lead Inspectors require a Ph.D. and F-ABFT certification with minimum three forensic laboratory inspections within the past five years; Secondary Inspectors require a B.S. degree, board certification, five years forensic toxicology laboratory experience, and one inspection within the past three years. All personnel must obtain Secret clearance by end of the 60-day phase-in period.

Anticipated contract value is $6 million for the 12-month base period with four 12-month option periods following the 60-day phase-in. Contract award and start are both anticipated for January 2027. NAICS codes 621511 (Medical Laboratories) and 541380 (Testing Laboratories and Services) apply, with PSC Q301 (Reference Laboratory Testing). Interested firms must submit a ten-page Capabilities Statement in MS Word or PDF (12-point font, one-inch margins) addressing 14 specified capability requirements to whs.ncr.ad.mbx.eosd-tab-branch@mail.mil.
