About this opportunity

The Department of the Air Force Air Combat Command is procuring thirty (30) Over-the-Side (OTS)-600 Style 601GBR005B Dry Undersuits for the 4th Operations Support Squadron at Seymour Johnson Air Force Base. These specialized dry undersuits are critical protective equipment for aircrew flying over cold water environments, constructed from flame retardant, waterproof, and breathable fabric that prevents water infiltration while allowing sweat vapor to evaporate. The suits are required when water temperatures are 50°F or below or air temperatures are 32°F or below based on wind chill factors. The solicitation requires contractors to be registered in the System for Award Management (SAM) database and requests disclosure of foreign ownership status or use of foreign national employees. Evaluation will be conducted using a best value source selection method, considering price, delivery terms, technical acceptability, and past performance. The response deadline is July 29, 2025, at 2:00 PM, with a required delivery date of July 30, 2025.

The solicitation was originally designated as a 100% Total Small Business Set-Aside but has been amended to Full and Open Competition, opening the opportunity to all eligible contractors. The contract will be awarded on a firm fixed-price basis with pricing to be determined by offerors, though no specific budget range has been disclosed. The procurement includes suits with various measurements for neck sizes (MSL1-MSL3), suit types (SR, ST, MT, XXLXT), sock sizes ranging from 6 to 14, and wrist sizes from XSmall to Large. The dry suits are manufactured by Aerostar Survival Ltd and are available as Commercial-Off-The-Shelf (COTS) items with a standard 60-day lead time, though this solicitation requires much faster delivery. Performance will take place at Seymour Johnson Air Force Base in North Carolina, with the suits designed to be worn under additional protective layers by pilots operating in challenging environmental conditions.

Seymour Johnson Air Force Base 4th Operations Support Squadron requires thirty (30) Over-the-Side (OTS)-600 Style 601GBR005B Dry Undersuits with various neck, suit, sock, and wrist measurements.

The OTS-600, Style 601GBR005B, Dry Undersuits are used by aircrew during flight over cold water. These suits are composed of flame retardant, waterproof, breathable fabric that prevents water from leaking in, but allows sweat vapor to evaporate, alleviating heat stress and moisture build-up. The suit is a one-piece coverall with a front diagonal waterproof main entry zipper, running right shoulder to left hip, a vertical waterproof urine relief zipper closing upwards, and a latex bellows neck seal, neoprene wrist seals on carriers, and stretch waterproof socks in multiple sizes. The suit is designed to be worn under more durable and abrasion resistant layers and is required to be worn by the pilots when either of the following two conditions prevail: either the water temperature is 50 ˚ F or below, or the outside air temperature is 32 ˚ F or below based on the wind chill factor corrected temperature.
