About this opportunity
The Department of the Air Force Air Education and Training Command is seeking to procure Daikin Smart Source Compact Vertical Water Source Heat Pumps, Model GCV-Vertical .75 ton, through other than full and open competition for Joint Base San Antonio dormitory renovations. The agency has identified a brand name requirement for this specific manufacturer and model to maintain compatibility with the existing closed-loop HVAC system and controls installed during the original construction period from 2009-2012 in buildings 1469, 1475, 1479, 3312, and 3314 at Fort Sam Houston. The procurement requires heat pumps that utilize R32 refrigerant, with R454b specifically noted as not acceptable. Any interested parties believing they can provide an equally capable alternative must submit a capability statement demonstrating their ability to meet the requirements and function within the existing system, along with supporting evidence that competition would be more advantageous to the government. The response deadline for capability statements is July 22, 2025.
This procurement does not utilize any set-aside designations and is structured as a pre-solicitation notice. The contract will support renovations across five dormitory buildings, with each building containing 600 dorm rooms, totaling 3,000 dormitory rooms that will require these specialized heat pump units. The government has emphasized that standardization with the existing Daikin system will reduce total cost of ownership by eliminating training inefficiencies for maintenance staff and allowing repairs to be conducted in-house rather than contracted out. The 502d HVAC shop has already selected this specific heat pump model, and the government maintains existing stock for repairs, which would eliminate the need to purchase parts from multiple manufacturers. The attached government files include mechanical schedules, actual installation photos of Daikin equipment, and product catalogs showing the technical specifications and compatibility requirements for the water source heat pump systems currently in use.

UPDATE 15 JULY 2025 - This notice has been updated with additional information, please reread in its entirety and note the new attachments.
Joint Base San Antonio has a brand name requirement to procure Daikin Smart Source Compact Vertical Water Source Heat Pumps, Model GCV-Vertical .75 ton, from a singular manufacturer for all current and future renovations of dorms in buildings 1469,1475,1479, 3312, and 3314, consisting of 600 dorm rooms per building, on Ft. Sam Houston.
Water source heat pumps were originally designed and installed for each METC Dorm during the construction period from 2009-2012. The METC dorms utilize a closed-loop system and only these Daikin heat pumps can operate within the buildings existing HVAC system and controls. This specific water source heat pump model is required to maintain the buildings unique climate control system. Without it, the comfort and safety of the Airmen, Soldiers, and Sailors housed in these dorms is at risk. The system is not compatible with other models. While other water source heat pumps are available, they do not meet the precise specifications of this system, and no other alternative can provide the same functionality.
This will also reduce the total cost of ownership by eliminating inefficiencies and duplication in cost by reducing the need to train the METC Dorm maintainers on multiple different systems, and eliminates the need to install a different control system entirely. Standardization will allow maintenance and repair to be done in house as the primary option versus contracting out these services. This specific heat pump was selected by the 502d HVAC shop, and the stock for repairs already exists, eliminating the need to purchase stock parts from multiple manufacturers.
Any interested responsible party that believes they could manufacture a heat pump that is equally or otherwise uniquely capable of meeting the requirements and functions similarlly within the exsiting system should submit a capability statement. The system you propose MUST utilize R32 refridgerant, R454b is not a valid alternative. You must also submit supporting evidence in sufficient detail to not only demonstrate the ability to fulfill the requirement but also demonstrate that competition would be more advantageous to the Government.
