About this opportunity
The Federal Bureau of Investigation's Operational Technology Division (OTD) is conducting market research through a Request for Information (RFI) to identify commercially available Ethernet packet capture software—commonly referred to as a network "sniffer" application. The solution must be software-based and capable of running on industry-standard x86 computers with Ubuntu Server OS version 24.04 and later, operating as an unattended, headless service in promiscuous receive-only mode. Key requirements include containerized deployment support (Docker/OCI), the ability to capture all Ethernet frames regardless of type or size, compatibility with COTS PCIe-based Network Interface Cards, configurable filtering with AND/OR/NOT logical combinations for MAC addresses, IPv4/IPv6 addresses, TCP/UDP ports, VLAN tags, and MPLS labels, a REST API for full configuration and management, persistent event logging, network statistics reporting, and PCAP format packet capture with file rotation capabilities. Responses must address six contractor qualification items including company information, technical capability and experience, GSA Schedule and GWAC availability, licensing and pricing models, assumptions and comments, and reseller information. Interested vendors must submit responses by March 23, 2026, at 12:00 PM Eastern Time, with questions due by March 4, 2026, at 12:00 PM Eastern Time, and government responses provided by March 11, 2026.
This is a pre-solicitation RFI with no set-aside designation, and no current incumbent or award value information is provided in the solicitation materials. The solution must operate on a site license basis allowing unlimited installations by the relevant OTD unit and must not require remote activation or ongoing connectivity, indicating a perpetual licensing model is contemplated. No specific budget range or award value is disclosed in this market research phase, as the RFI is strictly for informational and planning purposes to identify available sources and refine requirements prior to formal solicitation. Responses are voluntary and non-compensable, with no government funds available for response preparation. The government reserves the right to conduct product demonstrations, request clarifications, and issue a secondary RFI that may require a signed Nondisclosure Agreement as market research progresses toward formal solicitation.
