About this opportunity
The Department of Energy's Western Area Power Administration intends to negotiate a sole source contract with Open Systems International, Inc. for implementation of a Supervisory Control and Data Acquisition and Energy Management System for its Upper Great Plains region. WAPA previously procured licensing for a common SCADA system from OSI, and OSI implemented the system in WAPA's Sierra Nevada region under a prior contract. Due to OSI's existing knowledge and role in the previous implementation, WAPA considers use of another vendor impractical and not in the government's best interest. Responses to this pre-solicitation notice will be considered solely to determine whether future competitive procurements may be conducted. The deadline for questions is May 19, 2021.
There is no set-aside designated for this procurement. The NAICS code is 541511 for Custom Computer Programming Services, with a size standard of $27.5 million. The contract is anticipated to be a firm-fixed-price award to OSI on or about June 30, 2021, with a two year period of performance for implementation.
Notice text
NOTICE OF INTENT TO SOLE SOURCE TO OPEN SYSTEMS INTERNATIONAL, INC.
The Department of Energy/Western Area Power Administration (WAPA) intends to negotiate on a single source basis with Open Systems International, Inc. (OSI) of Medina, MN under the authority of FAR 13.106-1(b)(2), Soliciting From a Single Source, for Supervisory Control and Data Acquisition (SCADA) and Energy Management System (EMS) implementation at WAPAs Upper Great Plains (UGP) region.
The Government intends to acquire these services using the provisions, clauses, and procedures prescribed in FAR Part 12 and FAR Part 13, specifically FAR Part 13.5 Simplified Procedures for Certain Commercial Items.
This is a sole-source requirement to Open Systems International, Inc. as WAPA has previously procured the WAPA-wide licensing, which includes the UGP region, and the first regional implementation for WAPAs Sierra Nevada Region (SNR) under contract 89503020CWA000007 resulting from RFQ 89503019QWA000038. The previous RFQ clearly identified that subsequent follow-on awards will be made for the remaining regions once funding is available in future fiscal years. Use of another vendor is not practicable as OSI was previously selected as the sole vendor for the WAPA wide common SCADA system and the UPG system licensing has already been purchased. A significant duplication of cost and effort would be required to use another vendor/system at this stage of the project, and it is not in the best interest of the Government to do so. As with the previous RFQ 89503019QWA000038, WAPA is not seeking system integrators to perform the implementation as OSI is solely knowledgeable and responsible for performing the work directly.
The North American Industry Classification System (NAICS) code for this acquisition is 541511, and the size standard is $27.5M annually. It is anticipated this action will result in a firm-fixed-price contract with OSI on or about June 30, 2021. The period of performance for the UGP regional implementation will be two years in duration.
