About this opportunity

The Department of Commerce (DOC) Office of the Secretary (OS) is seeking to establish an experiential program for college students to explore working with the DOC. The objective is to provide career investigation opportunities, meaningful work experience, mentoring, and support for achieving long-term post-college success, with a strong emphasis on diversity, equity, and inclusion. The DOC is seeking a contractor with experience in providing youth work experience services in federal settings, managing nationwide application and vetting processes, conducting skills training and professional development, data collection on long-term impact, and existing relationships with community colleges and universities to reach underrepresented students. Evaluation criteria beyond price and factors influencing the contractor's likelihood to submit a proposal are requested.

The contract opportunity is set aside for Service-Disabled Veteran-Owned Small Businesses. Details on potential award values or budget ranges, as well as the quantity of goods or timeline for services, are not provided. The Notice indicates that the contract will likely be structured as a Statement of Work, Statement of Objectives, or Performance Work Statement.

Notice text

The Office of Secretary is seeking to put in place a fully functioning experiential program where college students are afforded the opportunity to explore working with the Department of Commerce through hands-on experience. Specifically, to achieve the desired outcome, the Office of Secretary and Bureaus will be participating at the community level through the use of a Contractor that specializes in substantially increasing opportunities for local college students from the DC Metropolitan area and other underrepresented, underserved, and under-resourced areas. The objective is to provide career investigation opportunities and to attract talent to the Department while providing meaningful work experience, mentoring by DOC staff, and supporting students in achieving long-term post-college success. This program is intended to increase student interest in federal careers with the Department of Commerce to support future recruitment and hiring for the next generation of government professionals. The Department seeks a firm to lead a program that would help college and graduate students apply their educational training to both short- and long-term Federal opportunities and make a difference in society and would place a strong emphasis on diversity, equity, and inclusion in recruitment for this program. The goal of the program is to place students with critically needed skills into internships and to develop a diverse pool of talent for the government.
