About this opportunity

The National Institute of Child Health and Human Development is seeking sources for a new hazmat response vehicle purchase, trade-in, and on-site training, with responses due August 5, 2026 at 9:00 AM Eastern Time. The procurement is not set-aside and carries single-source manufacturer design requirements.

The apparatus will be delivered to the NIH Bethesda campus; the current vehicle transfers to Rocky Mountain Laboratories in Montana. Performance takes place at NIH Bethesda with on-site training for Office of Research Services personnel on vehicle operation.

The vehicle must be a single integrated design built entirely by the prime manufacturer with no subcontracted major components, compliant with NFPA 2024 standards and third-party certified by Underwriters Laboratory to NFPA 1900. The apparatus requires a Cummins 605 horsepower diesel engine, six-speed automatic transmission, tandem rear axle with 46,000-pound capacity, air ride suspension, electronic stability control, anti-lock braking, supplemental restraint system with side and frontal impact protection, and six-position seating with air suspension driver and officer seats. Performance standards include 25-second acceleration to 35 mph and 35-foot braking distance at 20 mph. The bidder must operate a factory-authorized service center within 75 miles of Bethesda with factory-trained mechanics; the manufacturer must maintain two regional service facilities with $5,000,000 in dedicated parts inventory. Insurance requirements include $1,000,000 general liability and commercial automobile liability per bidder, and $25,000,000 umbrella liability for the manufacturer. Delivery occurs under the apparatus' own power with qualified personnel providing on-site instruction; the apparatus must successfully complete a 10-mile loaded road test. The anticipated delivery timeframe is 48 months. Responses must identify how proposals meet requirements, provide product literature and capability statements, include DUNS number, business size status, and clarify manufacturer or authorized distributor status. Submit electronically to Kevin Alvarez, Contracting Officer, kevin.alvarez@nih.gov. Solicitation 75N98026Q00921, NAICS 336120, PSC 4210.
