About this opportunity

This Limited/Sole Source Justification Notice, posted by the Department of Health and Human Services Health Resources and Services Administration (HRSA) on December 23, 2025, authorizes a contract modification for the continuation of the Organ Procurement and Transplantation Network (OPTN) program. The contract encompasses operation of the OPTN electronic organ-matching system for real-time donor-to-recipient matching, 24/7 technical support through the OPTN Organ Center for organ procurement organizations and transplant centers, collection of official OPTN operational data, and coordination with the Scientific Registry of Transplant Recipients to ensure data accuracy and interoperability. The sole source justification is based on unusual and compelling urgency under FAR 6.302-2, as UNOS operates within a statutory framework requiring national transplant system functions to be performed by a single nonprofit contractor, with no viable alternatives available to maintain critical transplant operations. The United Network for Organ Sharing (UNOS) is the awarded vendor, with a total estimated contract value of $50,641,851.93 for all options included in the modification. HRSA has conducted prior market research in May 2023 engaging 12 potential contractors and has committed to exploring increased competitive opportunities in future procurements, though historical barriers including statutory limitations and previous funding caps have restricted full and open competition.
