About this opportunity
NASA's Shared Services Center seeks ORCAlloy-21 atomized and coated powder for NASA Marshall Space Flight Center, with capability statements due June 23, 2026. This is a sole source procurement under FAR 12.102(a) intended for Powder Alloy Corporation, 101 Northeast Drive, Loveland, Ohio 45140; the notice invites competing vendors to submit written capabilities and qualifications by the deadline to demonstrate whether the Government should conduct competitive procurement instead.
Place of performance is the United States, with delivery to MSFC required within 14 weeks of authority to proceed. The vendor must supply a minimum of 1,000 pounds of ORCAlloy-21 powder with L-PBF (Laser Powder Bed Fusion) cut particle size distribution. The powder composition requires nickel as the base element with chromium (13–15%), cobalt (25–29%), rhenium (0.5–1.5%), tungsten (2.5–3%), titanium (0.15–0.3%), aluminum (0.1–0.2%), niobium (0.6–0.8%), and carbon (0.03–0.05%), along with specified maximum limits for sulfur, phosphorus, silicon, boron, hydrogen, oxygen, and nitrogen. Production must use vacuum or inert induction melting with gas atomization in argon. Particle size requirements specify +325/−1250 mesh (45 microns/+10 microns) with particles greater than +325 mesh limited to 1.0 weight percent and particles smaller than 10 microns limited to 2.0 cumulative volume percent. Chemical composition verification follows ASTM E1019, ASTM E354, or ASTM E2594. The powder must be coated with nano-scale yttria oxide at 0.45% coverage per NASA specifications, primarily spherical with smooth surfaces and free of significant satellite particles per ASTM B214 and ASTM B822. Packaging must use air-tight, inert gas-filled containers no larger than 20 kilograms each. NASA/NSSC intends to issue a sole source contract to POWDER ALLOY CORPORATION, 101 Northeast DR Loveland, Ohio 45140, under the authority of FAR 12.102(a). It has been determined that POWDER ALLOY CORPORATION is the sole provider of ORCAlloy-21 Atomized and Coated Powder
NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Marshall Space Flight Center (MSFC).
The Government intends to acquire Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 12 for Commercial

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00 p.m. Central Standard Time on 6/23/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
