About this opportunity
The United States Fish and Wildlife Service intends to award a sole-source contract to Bend Genetics LLC for cyanotoxin analysis and cyanobacteria taxa identification for the Klamath Falls Fish and Wildlife Refuge on August 10, 2026.
The justification rests on continuity of technical approach and historical data integrity. Bend Genetics has generated the Upper Klamath Lake cyanotoxin and taxa dataset since 2019 under two prior NFWF sole-source contracts. The work involves inherently subjective taxa identification processes; transitioning to a different laboratory risks introducing inconsistency that would compromise the comparability of a decade-plus monitoring record used to inform ESA-listed sucker recovery and water quality management decisions. Bend Genetics possesses extensive experience managing the cyanotoxin suite (ELISA) and cyanobacteria qualitative taxa identification system specifically for agency clients.
The authority cited is FAR Part 12.102(a), restricting competition. This is not a competitive solicitation; however, all responsible sources that can provide the same products may submit product information and capabilities statements by August 10, 2026, 5 p.m. ET to Kathy Coltran at kathryn_coltran@ios.doi.gov. The Government retains discretion to decline the sole-source award based on responses received. Place of performance is the Upper Klamath Lake area. The NAICS code is 541990 (all other professional, scientific, and technical services); PSC is F103 (environmental systems protection—water quality support). The contracting office is U.S. Fish and Wildlife Service, Contracting and Facilities Management, Falls Church, VA.

This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same products may submit product information and a capabilities statement that speaks to the products the US Fish and Wildlife Services are seeking in this proposed acquisition.
