About this opportunity
The Naval Research Laboratory intends to solicit a Cost- and Cost-Plus Fixed Fee contract for optoelectronics, power electronics, and radiation effects research within the Electronic Sciences and Technology Division, with solicitation release anticipated on or about August 15, 2026.
The requirement spans advanced semiconductor materials, devices, and circuits R&D to support military readiness, reduce maintenance costs, and mitigate risks for terrestrial and space applications. The contract shall run for a base period of twelve months from award, plus four twelve-month option periods. NRL will employ full and open competition under FAR Part 15, with award based on best value through tradeoff source selection.
Work encompasses eight primary tasks split between unclassified and classified efforts. Unclassified tasks (1–5) include physics-based device modeling and simulation; semiconductor growth via molecular beam epitaxy, organometallic vapor-phase epitaxy, atomic layer deposition, and sputter deposition; device and integrated circuit fabrication; structural and electrical characterization through microscopy, ellipsometry, x-ray diffraction, and microwave testing; and reliability and space environmental testing including particle and proton irradiation. Classified tasks (6–8) replicate unclassified work at TS/SCI level, with results requiring secure delivery channels. Contractors must provide technical reports and presentation materials.
NAICS code is 541715; PSC is AJ11. All offerors must maintain active SAM registration. The solicitation will be available exclusively through SAM.gov; paper copies will not be issued.
