About this opportunity
The Naval Research Laboratory's Electronic Sciences and Technology Division is seeking research and development capability in optoelectronics, power electronics, and radiation effects research through this Request for Information (RFI) issued by the Department of the Navy's Office of Naval Research. The procurement encompasses eight primary tasks including semiconductor material, device, and circuit modeling and simulation; semiconductor growth and fabrication using advanced techniques such as molecular beam epitaxy and atomic layer deposition; material and device characterization; reliability and environmental testing in simulated space conditions; and high-power electronics development. Key qualifications include expertise in semiconductor materials, photovoltaics, infrared imaging, advanced materials, and wide bandgap semiconductor technology, with demonstrated capability to support both unclassified and classified work at the TS/SCI level. The government is currently contemplating a Cost-Plus-Fixed-Fee contract with full and open competition, pending results from this RFI. Responses to this RFI are due by March 26, 2026, at 4:00 p.m. EST, with primary contact Maribel Ramirez and secondary contact Tracie Rustin available for inquiries.
This RFI is a market survey notice only and does not constitute a commitment by the government to pay costs incurred in preparation or to award a contract, nor does it contain any set-aside designations at this time. No specific award value or budget range is disclosed in this pre-solicitation notice. The anticipated period of performance consists of one base year with four one-year option periods, providing a potential five-year contract duration. All work is subject to standard CDRLs requiring technical reports and presentation materials, with additional deliverables for classified tasks including semiconductor materials, devices, and circuits fabricated. A formal Request for Proposals is anticipated to be issued in the near future following evaluation of RFI responses, which will be instrumental in shaping specific aspects of the final requirement and competition strategy.

Title: Optoelectronics, Power Electronics, and Radiation Effects Research
Description:
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY AND YOUR RESPONSE IS NOT AN OFFER. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS MARKET SURVEY OR TO CONTRACT FOR SERVICES.
A. LOCATION: Naval Research Laboratory (NRL) in Washington, DC
B. OBJECTIVE: The Naval Research Laboratory is searching for potential sources capable of providing
Research and Development (R&D) capability to the Electronic Sciences and Technology Division (ESTD) in key technical areas. The ESTD performs modeling, simulation, and design efforts to produce novel electronic device designs. These designs are realized in working devices through semiconductor growth and fabrication, and the device performance is measured in the characterization laboratories within ESTD. The ESTD researches technologies ranging from basic electronic materials to high-powered electronics, high-speed microwave devices, and optoelectronics, each with their own critical performance parameters such as efficiency of operation, responsiveness, and power output for terrestrial and space applications
It is anticipated that a Request for Proposals will be issued in the near future. Answers to this RFI will be key in shaping certain aspects of the requirement.
C. CONTRACT TYPE: The Government is contemplating a solicitation of proposals for award of a Cost-Plus-Fixed-Fee contract.
D. COMPETITION STRATEGY: Currently contemplating full and open competition unless the results from this RFI support a set-aside of any kind. Federal multiple award schedule holders and/or small businesses are encouraged to reply.
E. LENGTH OF AWARD: From date of award through delivery.
F. RESPONSE FORMAT: Interested parties, shall, at a minimum, supply all of the below information, in a Capability Statement, and shall use the below format.
REQUIRED INFORMATION and FORMAT
1) CONTACT INFORMATION:
a) Name of Company
b) Telephone Number, Fax Number, Address, and e-mail address
c) UEI Number, business size, CAGE code, and number of employees
d) NAICS Code of proposed solution
e) PSC Code of the proposed solution
(SEE https://psctool.us )
2) Capabilities statement and relevant company and personnel experience to support functional areas listed in the Draft SOW.
3) Listing of current/past contracts supporting requirements of similar scope and complexity.
4) Suggested revisions to the SOW, which may be used to refine the requirement from its current broad objectives.
3) SUBCONTRACTING POSSIBILITIES
Provide information on potential subcontracting opportunities. If no subcontracting opportunities exist, please explain why.
Note: Respondents should limit its response to no more than 15 pages.
