About this opportunity

This Special Notice from the National Aeronautics and Space Administration Johnson Space Center concerns the procurement of an Optical Measurement System for a Six Degree-of-Freedom Dynamic Test System. Interested organizations must submit their capabilities and qualifications in writing to the Contracting Officer and Contract Specialist by 4:30 p.m. CST on September 9, 2020. NASA will evaluate the responses solely to determine whether to conduct a competitive procurement or procure from Northern Digital, Inc. on a sole source basis. All responsible sources may submit an offer which will be considered. The notice provides contact information for the Contracting Officer, Contract Specialist, and Center Ombudsman as well as references the Ombudsman Clause applicable to this acquisition.

NASA/JOHNSON SPACE CENTER has a requirement for an Optical Measurement System for Six Degree-of-Freedom Dynamic Test System.

NASA/JOHNSON SPACE CENTER intends to purchase the items from Northern Digital, Inc.

Almost a decade of effort has been completed by NASA to create custom analysis tools for the data provided by the current system which is being replaced after 15 years of service.  By procuring a replacement system from the same vendor, NASA can leverage the existing custom tools and hardware installation experience to integrate the new system expediently and provide the best opportunity to meet NASA mission essential deadlines.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the Contracting Officer Bermuda Brittingham at bermuda.a.brittingham@nasa.gov  and the Contract Specialist, Kristin Tauber at Kristin.m.tauber@nasa.gov not later than 4:30 p.m. CST time on September 9, 2020.  Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.  A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
