About this opportunity
The Department of the Air Force Materiel Command Research Laboratory is seeking to procure 18 different types of optical fibers through a sole-source contract with Coastal Connections. The procurement falls under FAR Part 12 for commercial products and Part 13 for simplified acquisition procedures, targeting fiber optic cables with specific technical specifications. Each optical fiber type has unique characteristics, including varying wavelengths (460nm, 600nm, 780nm), connector types (FC/APC), and lengths ranging from 80-121 meters. The contract opportunity is classified under NAICS code 335921 with a small business size standard of 1,000 employees. This pre-solicitation notice is for informational purposes only, and no formal solicitation will be issued at this time.
The contract opportunity does not have a specific set-aside designation and is intended as a direct award to Coastal Connections located in Ventura, California. The government requires multiple quantities of each fiber type, with four units specified for each of the 18 unique configurations. The optical fibers have precise technical requirements, including maximum signal loss parameters ranging from 1.10dB to 7.20dB and specific fiber jacket characteristics like 3mm OD black jackets. The opportunity was posted on March 20, 2025, with a response deadline of April 4, 2025. While no specific contract value is mentioned, the detailed specifications suggest a specialized and potentially high-precision procurement for advanced research or technical applications within the Air Force Research Laboratory.

The required optical fibers are intended to be incorporated into existing laboratory setups which are currently using Coastal Connections branded fiber optic cables. To ensure compatibility, functionality, and interchangeability with existing infrastructure/cabling, it is imperative that additional cables be of the same brand as those currently in place. The introduction of an alternate brand of cable into the existing laboratory setup has potential to result in performance degradation of the system, requiring troubleshooting by skilled personnel to mitigate any issues, thereby reducing efficiency. Interchanges with Coastal Connections have yielded that they do not maintain a network or resellers for their products and are therefore the sole-source provider. Accordingly, the Government has determined Coastal Connections to be the sole-source provider of the required optical fibers.
This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. All inquiries should be sent by email to larry.barto.1@us.af.mil. Responses must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 15 May 2025.
A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
