About this opportunity

The Department of the Air Force Materiel Command Research Laboratory intends to negotiate a sole-source contract with Coastal Connections for specialized optical fiber cables, with a response deadline of September 9, 2026. This is a Notice of Proposed Contract Action under FAR Part 12; no solicitation will be issued and no contract will be awarded based on responses to this notice.

The procurement covers four distinct cable assemblies: two End-Cap Cable variants (one at 15.24–15.44 meters and one at 30.48–30.68 meters, quantity 1 each) with LMA-PM-10 fiber, FC/APC to FC/UPC connectors, 3mm OD tubing, and collapsed core 50–100 micrometers, specified to perform at polarization extinction ratio 18dB @ 1060nm; and two Single Mode PM Cable types (quantity 2 each) featuring Corning fiber at 480nm and 630nm wavelengths respectively, FC/APC to FC/APC connectors, 3mm OD jacket, 150–151 meters length, with insertion loss near 5.7dB or less and 2.7dB or less respectively. Cables exceeding 10 meters may contain splices in tubing with continuous fiber. Cable identification uses red boots with angle polish and red/blue bands for UPC polish. The specific brand name or equal requirement applies. No set-aside is used. Coastal Connections is located in Ventura, California. NAICS code 334413 applies with a small business size standard of 1,000 employees.

The required optical fibers are intended to be incorporated into existing laboratory setups which are currently using Coastal Connections branded fiber optic cables. To ensure compatibility, functionality, and interchangeability with the existing infrastructure and cabling, it is imperative that any additional cables be of the exact same brand as those currently in place. The introduction of an alternate brand of cable into the existing laboratory setup has the potential to result in performance degradation of the system. This would require extensive troubleshooting by skilled personnel to mitigate issues, thereby unacceptably reducing operational efficiency. Based on these strict compatibility requirements, the Government intends to solicit and negotiate with Coastal Connections as the only known source capable of meeting this requirement.

This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. All inquiries should be sent by email to jennifer.calandra@us.af.mil.

Responses must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.

Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 25 September 2026.

A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
