The National Institute of Standards and Technology seeks two Optical Atomic Clock Systems for delivery to Gaithersburg, Maryland, with quotations due August 21, 2026 and questions due August 14, 2026. This procurement is a Total Small Business set-aside under NAICS 334519 (Other Measuring and Controlling Device Manufacturing), with a 500-employee size standard.
Place of performance is Gaithersburg, MD. The systems must meet stringent performance specifications for frequency stability, accuracy, laser wavelength, frequency accuracy, Allan deviation measurements, lock-in performance, and environmental operating conditions as detailed in the attached Requirements Specification. The procurement also includes one Redundant DC Power Input for Clock as a separate line item. All shipping and delivery costs are included in quotations on an FOB Destination, not-to-exceed basis with all tariffs included.
Quotations must be submitted in three volumes: Technical Quotation (demonstrating compliance with all minimum requirements, including product literature and manufacturer authorization if applicable), Price Quotation (firm-fixed pricing for each line item with country of origin), and Terms and Conditions (acceptance or exceptions to solicitation terms). Price quotations must remain valid for 120 days from the due date. Evaluation criteria are technical capability (no prototypes, demonstrations, or refurbished units), five-year warranty comprehensiveness, past performance within the last three years, and price reasonableness. The Government reserves the right to award without discussions based on initial quotations. Quoters must maintain active SAM.gov registration at submission and throughout contract performance. The National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD), Team E-Boulder has a requirement for two Optical Atomic Clock Systems for Gaithersburg to integrate into an auxiliary timescale per the attached Combined Synopsis/Solicitation and documents.
