About this opportunity

USAID Serbia seeks to establish baselines and monitor awareness of and attitudes toward U.S. assistance programs in Serbia through a series of annual national opinion surveys and focus groups. The solicitation requires three annual surveys of 2,400 individuals each to collect standard demographics and up to 50 questions agreed upon by the contractor. Additionally, the contractor must conduct three annual sets of focus groups to qualitatively analyze public outreach materials from USAID and its partners. Proposals are due by March 1, 2024 for a three-year, firm fixed price contract. Evaluation will consider technical approach, personnel qualifications, and price.

The local area set-aside opportunity is designated under NAICS 541611 and PSC V202. Surveys and focus groups will take place in Belgrade, Serbia from 2024 through 2026 to measure awareness levels and attitudinal shifts among different demographic groups in response to communications over time. Proposers must provide pricing for each survey and focus group deliverable, including methodology documentation, quantitative and qualitative reports, datasets and presentations for the entire three-year period of performance.

Notice text

A series of three annual national opinion surveys and three annual focus group sets will serve to establish baselines and then serve as monitoring tools to determine how U.S. assistance is being perceived in Serbia. This quantitative and qualitative research will allow us to measure attitudinal movement in the population. The 2024 survey will set a baseline of awareness and attitudes and allow for deeper analysis of different demographic groups, while any annual surveys thereafter will monitor awareness levels and track attitudinal shifts in the population, in response to different factors, including exposure to communications.
