About this opportunity
Immigration and Customs Enforcement has awarded a sole-source contract to Salus Worldwide Solutions Corp. for comprehensive Operational Support Aircraft Maintenance of two C-37B (or equivalent) Gulfstream 650ER aircraft, with an estimated total contract value of $14.28 million under contract 70CDCR26P00000010, awarded May 27, 2026.
The justification cites unusual and compelling urgency under 41 U.S.C. 3304(a)(2) and FAR 6.302-2. ICE determined that Salus Worldwide Solutions Corp. was the only vendor capable of immediate mobilization; the aircraft require continuous, specialized maintenance to remain airworthy, and any delay would have jeopardized aircraft condition, airworthiness certification, and DHS mission-critical operational readiness for border security operations. The previous six-week maintenance contract had expired. Salus Worldwide Solutions Corp. already houses the two aircraft alongside seven others it operates under the existing DHS Comprehensive Support to Removal Operations (CSRO) IDV contract, positioning it for unique, immediate access to necessary resources and personnel.
The base period runs from May 28, 2026 through June 27, 2026, with one optional one-month extension through July 27, 2026. The contract value is split evenly: $7.14 million for the base period and $7.14 million for the option period. The contract is structured as a hybrid firm-fixed-price and cost-reimbursable arrangement. Funding flows through ICE OB3 Funding under a DHS Antideficiency Act emergency exception, with potential reimbursement from the State Department. Services include routine and non-routine maintenance, aircraft readiness activities, pilot support, personnel staffing, and FAA regulatory compliance. Place of performance is Arlington, Virginia (Salus Worldwide Solutions Corp. location). ICE plans to pursue a competitive procurement for longer-term requirements once the emergency response phase concludes.

Update #2 · Latest ·
OAQ procured, on a sole source basis, comprehensive Operational Support Aircraft Maintenance (OSAM) for two C-37B (or equivalent) Gulfstream 650ER aircraft to support and maintain airworthiness. The contractor provides the personnel, engineering services, and supply chain management necessary to ensure continuous airworthiness of the aircraft. The contractor will support comprehensive scheduled and unscheduled maintenance in alignment with OEM guidance, airworthiness directives, and other FAA regulatory requirements.
The urgency surrounding the sole source award for aircraft operations and maintenance was driven by several unusual and compelling factors. Aircraft require continuous, specialized maintenance and operational activity to remain airworthy; even brief lapses can lead to rapid degradation, costly repairs, or permanent loss of certification. Upon transfer of ownership, the Government did not have the infrastructure, personnel, or contracts in place to assume maintenance responsibilities immediately, and any delay in securing maintenance would have jeopardized the aircraft’s condition and value.
The Contractor that received the award possessed unique, immediate access to the aircraft. No other vendor could mobilize the necessary resources, personnel, and equipment on such short notice without risking the aircraft’s airworthiness. Furthermore, Federal Aviation Administration (FAA) regulations mandate strict adherence to maintenance schedules and operational checks; failure to comply could result in regulatory penalties, loss of airworthiness certificates, and inability to deploy the aircraft for mission-critical operations. The aircraft are essential for DHS mission requirements, and any period of non-availability directly impacts operational readiness, homeland security, and public safety.
Awarded contract 70CDCR26P00000010 to unknown vendor for unknown amount on 2026-05-27.
