About this opportunity
The Caribbean District of the U.S. Army Corps of Engineers (USACE) intends to procure a Firm-Fixed Price contract for Operation and Maintenance Services at the La Chuleta Material Management Area (MMA) Site in Rio Puerto Nuevo, San Juan, Puerto Rico. The contract will focus on remediation services for the site with an initial ordering period of three base years and two potential twelve-month option periods, totaling five years. Proposals will be evaluated using three primary factors: Technical Approach (pass/fail), Past Performance, and Price, with Past Performance considered more critical than price. Interested offerors must be registered in the System for Award Management (SAM) and the Procurement Integrated Enterprise Environment (PIEE) to be eligible for award. Questions regarding the solicitation can be submitted to Jose Vazquez-Torres and Katrina Chapman via their USACE email addresses, with solicitation documents expected to be available on SAM.gov by March 28, 2025.
The procurement is designated as a 100% Small Business set-aside under NAICS Code 562910 (Remediation Services), with a small business size standard of $25 million in average annual receipts. The contract will be awarded to the most advantageous offeror whose proposal conforms to the solicitation requirements, utilizing a tradeoff evaluation method between past performance and pricing among technically acceptable proposals. While specific award values are not detailed in the pre-solicitation notice, the contract type is identified as a Commercial Service contract with a Firm-Fixed Price structure. Proposals will be submitted through the PIEE system, with the initial response deadline set for April 3, 2025. The government's evaluation approach indicates that award may not necessarily go to the lowest-priced offeror, but rather to the proposal providing the best overall value to the government.
