About this opportunity
The National Institutes of Health (NIH) is conducting a market survey to identify potential contractors for operating and maintaining the Chimpanzee Care Center (CCC) located at the MD Anderson Cancer Center in Bastrop, Texas. The primary objective is to secure a contractor capable of providing comprehensive care for approximately 45-55 aged chimpanzees, with strict prohibitions on conducting any research. Interested firms must submit a 10-page capability statement demonstrating their experience in animal care, including details about their organization, socio-economic status, contact information, and previous similar service contracts. Respondents must be registered in the System for Award Management (SAM) and submit their capability statements to Contracting Officer Em'Ria J. Briscoe by May 9, 2025, at 5:00 PM Eastern Standard Time. The evaluation will focus on technical capabilities, experience with specialized animal care, and the ability to manage geriatric chimpanzees with complex medical conditions.
The contract opportunity is not set aside for any specific business category and will be a base one-year contract with four potential option years. The NIH will retain ownership of the chimpanzees, with any newly born animals becoming the financial responsibility of the contractor. The facility encompasses multiple buildings with holding spaces for 180-216 animals, including specialized areas for recovering chimpanzees. Contractors must be prepared to manage animals with potential health complications, including hepatitis, cardiovascular disease, renal issues, diabetes, and other age-related conditions. The chimpanzee population is expected to naturally decline over time, requiring a contractor capable of providing compassionate, high-quality medical management and environmental enrichment. While no specific budget range was disclosed, the contract will require specialized veterinary and animal care professionals with expertise in laboratory animal science and geriatric primate care.
