About this opportunity

The US Agency for Global Media (USAGM) is seeking vendors to host, operate, and maintain FM broadcast transmitter systems in Niger for Voice of America (VOA) programming. Specifically, USAGM requires a vendor to provide a climate-controlled space adjacent to a broadcast tower in Niamey, with potential expansion to other regions of the country. The technical requirements include hosting broadcast equipment, providing reliable commercial electrical power with a 15 kVA standby generator, and accommodating satellite antenna systems with clear views of the Geostationary Satellite Belt. Interested vendors must submit a Statement of Capability by March 3, 2025, to nellis@usagm.gov, demonstrating at least two relevant contracts in Niger and proven capability to execute projects in the country. Vendors will need to show extensive experience in similar broadcast infrastructure support and have the technical capacity to manage complex broadcasting systems.

The pre-solicitation notice indicates no specific set-aside designations for this opportunity, as the work is located outside the continental United States. While no specific award value is mentioned, the technical complexity suggests a significant infrastructure investment. The contract will initially cover broadcasting on 102.5 MHz in the Niamey Metropolitan area, with potential future expansion pending US government requests and Niger government approval. The scope includes installing and maintaining a 4-bay FM antenna system, multiple satellite antennas (3.1m C-Band, 1.8m KU Band, 1.2m KU VSAT), and associated broadcasting infrastructure. This sources sought notice is explicitly not a solicitation, meaning no proposals will be evaluated at this stage, but rather serves to gauge market interest and vendor capabilities for potential future procurement.
