About this opportunity

This market survey is seeking information from contractors interested in operating and maintaining eight Large, Medium-Speed, Roll-on/Roll-off vessels for the Department of the Navy's Military Sealift Command. The contractor will be responsible for crewing, operating, maintaining and repairing the vessels to ensure they are in a mission ready status. The anticipated five-year contract would commence on March 31, 2020, with one firm 12-month base period and four 12-month option periods. Responses are requested by November 6, 2018. Contractors must demonstrate the ability to obtain a SECRET facility clearance, have a minimum of three years experience operating multiple ships over 4,500 DWT simultaneously, and have planned and executed at least three vessel drydockings over $15 million lasting 60 days or longer.

No set-aside designation was used. Interested contractors must show financial resources of at least $48.7 million to support 45 days of per diem payments for eight vessels in full operating status plus two $20 million availabilities within 12 months. Pricing should be provided for full operating status, reduced operating status, and repair availability per diems under the applicable NAICS codes 488310 and 236220. The incumbent contractor is expected to bid, and the potential award value over the five-year period is estimated to exceed $500 million given the operational requirements.
