About this opportunity

The Department of Homeland Security Office of Procurement Operations (OPO), procuring on behalf of the Office of Science and Technology (S&T) Directorate, intends to restrict competition and award a purchase order for Open Geospatial Consortium (OGC) membership services, with a deadline for comments September 22, 2026.

This procurement is unrestricted and will proceed under simplified procedures per 41 U.S.C. 1901 and Revolutionary Federal Acquisition Regulation Overhaul (RFO) FAR 12.201-1. The sole-source award will go to Open Geospatial Consortium, 2300 Wilson Blvd, Suite 700-1026, Arlington, VA 22201.

DHS S&T Requirements, Engineering & Acquisition (REA) and the Mission Engineering & Standards Division (MES) require OGC membership to support participation in the development of open standards for geospatial data, services, and interoperability. OGC standards enable DHS components to share maps, imagery, features, metadata, and services without custom integrations. DHS personnel in the Technology Center requested participation in OGC working groups to ensure that critical geospatial standards align with Homeland Security and Emergency Management mission requirements, and to permit DHS voting on standards development.

The period of performance consists of a twelve-month base period and two twelve-month option periods. NAICS code 519290 (Web Search Portals and All Other Information Services) applies, with a size standard of 1,000 employees. PSC code is R605 (Support-Administrative: Library).

Summary of the Requirement

Scope

DHS S&T Requirements, Engineering & Acquisition (REA) requires membership to Open Geospatial Consortium (OGC) an international standards organization that develops open standards for geospatial data, services, and interoperability. Office of Requirements, Engineering & Acquisition (REA) and Mission Engineering & Standards Division (MES) received requests from individuals in the Technology Center to participate in OGC. Membership in this group provides support to and participation in the development of standards that are required by Department of Homeland Security components. OGC is a standard development organization focused on geospatial and location-based information that are critical information requirements for Homeland Security and Emergency Management missions. DHS also needs to vote in critical Geospatial Standards so that its mission needs can be covered. OGC standards support interoperability by making maps, imagery, features, metadata, and services compatible without needing custom integrations. OGC standards help ensure that maps, imagery, features, metadata, and services can be shared without custom one-off integrations.

Period of Performance: 12-month base period and two (2) 12-month option periods.
