About this opportunity
NASA's National Aeronautics and Space Administration Shared Services Center is seeking to procure open access charges for articles published in The Journal of Astronomical Telescopes, Instruments, and Systems authored by members of the X-Ray Imaging and Spectroscopy Mission. The procurement is specifically for ensuring that taxpayer-funded research articles are made freely available to the public without paywalls or login requirements through perpetual open access publishing arrangements. NASA intends to award this as a sole source contract to the Society of Photo-Optical Instrumentation Engineers located in Bellingham, Washington, under FAR 13.106-1(b)(1)(i) authority, as the articles have already been submitted for a special issue and no other vendor is involved. The evaluation criteria will focus solely on determining whether organizations possess the capabilities and qualifications to perform the required services for the purpose of deciding whether to conduct competitive procurement. Interested organizations must submit their written capabilities and qualifications by 11:59 a.m. Eastern Standard Time on June 20, 2025, with oral communications not being acceptable responses.
This procurement opportunity is designated as a Total Small Business set-aside under NAICS code 813920 for Professional Organizations. The Society of Photo-Optical Instrumentation Engineers appears to be the intended sole source contractor, with their address listed as 1000 20th Street, Bellingham, Washington 98225-6705. While specific dollar amounts are not disclosed in the pre-solicitation notice, the contract will utilize commercial items and services provisions under FAR Parts 12 and 13, suggesting a simplified acquisition approach typically used for lower-value procurements. Performance will be located at NASA's Goddard Space Flight Center, with the NASA Shared Services Center serving as the procuring organization. The timeline is compressed, with only three days between the posting date of June 17, 2025, and the response deadline of June 20, 2025, reflecting the sole source nature and urgency of ensuring open access to the research publications.
