About this opportunity
The Defense Innovation Unit (DIU), operating under the DOD Washington Headquarters Service, is seeking sub-award applications under a cooperative agreement governed by 2 CFR 200 for operation of the OnRamp Hub Washington State innovation hub, with responses due May 18, 2026. No set-aside applies.
The hub will operate as a regional innovation node tasked with accelerating commercial technology adoption within the Department of War ecosystem. Applicants must demonstrate business development, industry engagement, and technology-scouting capabilities; experience connecting mission partners with commercial solutions; proven ability to work with non-traditional defense contractors; and large-scale program management expertise. The questionnaire requires responses addressing how the organization would identify DoW capability gaps, build innovation ecosystems, conduct technology readiness assessment, and maintain awareness of DoW demand signals.
Place of performance is Washington State. The hub requires dedicated, branded physical facility with flexible collaborative workspace accommodating 100-person events, high-speed internet, and video conferencing capability. Operations are Monday–Friday during business hours.
Core staffing mandates four full-time equivalent personnel: Managing Director, Program Manager, Ecosystem Engagement Lead, and optional positions for Marketing Professional and Data Manager. All personnel must be fully dedicated, reside locally, and avoid conflicts of interest. The hub must deliver six standardized services including ecosystem intelligence, facilitation and exchange, mission-focused technology scouting, defense readiness assessment, mission and resource alignment, and independent verification and validation (IV&V) with potential 120-day transition timelines.
Applicants must provide a minimum ten percent non-federal cost share through cash or allowable in-kind contributions and identify non-federal funding sources. Responses should be submitted to kcrompton.ctr@diu.mil and hlou.ctr@diu.mil.
