About this opportunity
U.S. Citizenship and Immigration Services seeks commercial online personal data protection services for its Office of Security and Integrity to protect approximately 250 USCIS employees and their families from internet-based threats and doxxing, with proposals due September 9. This is not a small-business set-aside; award will be made to the lowest-priced vendor meeting technical acceptability standards.
Place of performance is Washington, DC. The contractor must provide continuous monitoring of public, deep, and dark web sources and social media platforms; identify and issue real-time alerts concerning potential doxxing incidents or unauthorized disclosures; remove or limit exposed personally identifiable information (PII) including opt-outs from open-source personal-information databases; conduct vulnerability assessments; provide privacy-threat mitigation; and deliver a reporting interface. Deliverables include an initial implementation plan, vulnerability assessment reports, real-time monitoring alerts, PII removal confirmations, monthly and annual summary reports, threat mitigation recommendations, training materials, and a final closeout report. The contract is firm-fixed-price for a single award with a one-year performance period from service activation, and includes an optional contract line item available for cataclysmic events or unanticipated requirements.
The NAICS code is 541990, All Other Professional, Scientific, and Technical Services; the PSC code is R499, Support–Professional: Other. Contractors must maintain active SAM registration throughout performance, comply with E-Verify employment eligibility verification, and submit invoices electronically to the designated USCIS email address. Standard FAR and HSAR clauses apply, including provisions on combating trafficking in persons, government property rights, patent indemnification, and dispute resolution.
