About this opportunity

The U.S. Department of State, through the Embassy in Paris, is soliciting quotations for the procurement of one compact car to be delivered to the English-language Bookstore and Cultural Center (EBCL) in Montferrier-sur-Lez, France. The solicitation, issued under RFQ 19FR6326Q0062, requires offerors to submit proposals by May 5, 2026, at 19:00 local time via electronic submission to ParisContracting@state.gov. Key requirements include SAM registration prior to proposal submission, proof of established business operations in France, client references from the past three years, and technical documentation demonstrating compliance with specified vehicle features such as a gasoline or hybrid engine (66-80 kW), manual transmission, airbags, ABS, daytime running lights, parking assistance, GPS navigation, and a 10-inch media display. The Government will award the contract to the lowest-priced technically acceptable responsible contractor based on initial quotations without discussion, though discussions may occur with firms in the competitive range if necessary. Evaluation criteria emphasize vehicle price, fuel costs, maintenance costs, and fleet commonality, with all pricing quoted in Euros including 20 percent Value Added Tax.

This solicitation contains no set-aside designation and identifies no incumbent contractor. The procurement includes three contract line items: one for an unleaded compact gasoline vehicle (CLIN 0001), one for a preparation and delivery package including cleaning, fuel, and pre-delivery checks (CLIN 0002), and one alternate for an unleaded hybrid compact vehicle (CLIN 0003) with identical feature specifications. The contract will be awarded as a firm fixed-price agreement with delivery required within 210 calendar days of award to the EBCL site in Montferrier-sur-Lez, France, with transportation costs included in the price if delivery originates from outside France. No specific budget range is disclosed in the solicitation. Offeror quotations must remain valid for 45 days, and prospective contractors are encouraged to register in the SAM database at the earliest stage to ensure eligibility for award consideration.
