About this opportunity

The Bureau of Engraving and Printing is seeking an online Federal Acquisition Subscription service for acquisition professionals that includes three primary components: Federal Acquisition Regulations Reference Tools, a searchable documents library containing standard forms and acquisition templates, and AI Tools for Acquisition Professionals. The AI tools must provide real-time Q&A capabilities, FAR citation searches, clause applicability guidance, chatbot-style information summarization, and Continuous Learning Point earning capabilities. This Request for Quote (RFQ) #2031ZA25Q00228-A will be awarded on a Lowest Price Technically Acceptable basis, evaluating both cost/price factors and technical capability factors that must be submitted as separate documents. The solicitation has been amended to include Questions and Answers and remove several standard contract clauses including employment eligibility verification and insurance requirements. The deadline for questions was September 15, 2025, and proposals are due September 24, 2025 at 12:00 PM EST, with no extension planned.

This procurement has no set-aside designation and represents a new contract with no incumbent contractor. The requirement covers 50 seats for a one-year base period with three additional option years, maintaining the same seat count throughout the potential four-year performance period. The contract will be structured as a firm-fixed-price commercial subscription for what is explicitly described as a Commercial Off-The-Shelf (COTS) product. Performance will take place in Washington, DC, and the government will evaluate contractor performance through various methods including system observation, customer feedback, and random sampling to determine whether to exercise the option years. While specific award values are not disclosed in the solicitation materials, offerors must maintain active SAM registration to be eligible for award, though Representations and Certifications are not required with the initial response.
