About this opportunity

The National Oceanic and Atmospheric Administration (NOAA), under the Department of Commerce, is seeking contractors to provide comprehensive maintenance and inspection services for Aircraft Ground Support Equipment (AGSE) supporting their Aircraft Operations Center (AOC). The solicitation covers scheduled routine inspections, preventative maintenance, and unscheduled repairs for approximately 90 pieces of diverse ground support equipment including electric tow vehicles, maintenance stands, ground power units, aircraft jacks, Polaris all-purpose vehicles, towbars, floor scrubbers, engine and propeller stands, lavatory carts, portable generators, and diesel-powered bleed air carts. Contractors must be capable of performing both scheduled maintenance based on recommended intervals and responsive unscheduled maintenance as equipment issues arise during operations. The solicitation was posted on September 30, 2025, with proposals due October 17, 2025, providing bidders with a 17-day response window. The procurement falls under NAICS code 488190 for Other Support Activities for Air Transportation and PSC code 1730 for Aircraft Ground Servicing Equipment.

This opportunity is designated as a Total Small Business set-aside, restricting competition to qualified small business concerns. The solicitation does not specify incumbent contractors, award values, or budget ranges in the provided notice. The scope encompasses maintaining 90 pieces of AGSE that support both small and large aircraft operations, indicating a substantial equipment inventory requiring ongoing maintenance services. The equipment mix includes both electric and gas-powered units, suggesting contractors will need expertise across multiple power systems and mechanical platforms. While the specific place of performance is not detailed in the notice, the work will involve maintaining NOAA's AOC aircraft ground support fleet, likely at designated NOAA aviation facilities.
