About this opportunity

The Defense Information Systems Agency has awarded a sole-source task order under the Joint Warfighting Cloud Capability (JWCC) contract to Microsoft Corporation for the Olympus Foundations II program, a managed platform and common services provider in the commercial cloud, with contract performance beginning August 29, 2026.

The justification cites FAR 16.507-6(b)(2), only one source capable of meeting requirements, on the basis that Microsoft is the sole provider of the required constellation of capabilities at the specified quality level: Security Information Event Management (SIEM), Security Orchestration and Automation Response (SOAR), Cloud Native Application Protection Platform (CNAPP), cloud posture management, entitlement management, NIST 800-53 & CIS Benchmarks Policy as Code baseline, generative artificial intelligence, managed Kubernetes, and managed databases. Market research conducted March 1, 2026, confirmed that AWS, Oracle, and Google were contacted but only Microsoft met all stated requirements; AWS offered partial SIEM/SOAR foundations but lacked a dedicated CNAPP endpoint solution. The procurement is justified further by switching costs: migration to another cloud provider would require rewriting approximately 25,000 lines of infrastructure automation code, incur additional funds, delay the project 6–9 months, and necessitate regeneration of the Risk Management Framework body of evidence and a new Authority to Operate, ultimately impacting the critical Enterprise Email Message Security Gateway modernization effort.

Period of performance is one 1-year base period plus two option periods (one 1-year and one 7-month). The task order was amended to increase value due to higher-than-initially-estimated virtual machine usage; Microsoft's solution increased required licenses from 162 to 309 units. Place of performance is commercial cloud infrastructure. The task order is issued by the Defense Information Technology Contracting Organization (DITCO) at Scott Air Force Base.
