About this opportunity
The Department of Energy's National Energy Technology Laboratory (NETL) has issued a Special Notice regarding the renewal of a software license lease and maintenance agreement for OLI Studio, OLI Flowsheet, and OLI Engine API. NETL intends to award this purchase order on a sole source basis to OLI Systems Inc. for the performance period of May 23, 2026 through May 22, 2027. The acquisition falls under the Revolutionary FAR Overhaul Part 12 guidelines for commercial products and services. This notice indicates NETL's intent to proceed without competitive bidding based on OLI Systems Inc. being the sole known source capable of meeting the specified requirements. The posting was made on March 6, 2026, and the deadline for interested parties to submit responses is March 25, 2026.
NETL has determined that OLI Systems Inc. is the only known software provider capable of simultaneously performing chemistry inputs and modeling of various water treatment processes while accurately predicting ion precipitation, such as calcium and barium sulfate, without requiring user-defined inputs—functionality critical for NETL's brine separation process requirements. Any interested party believing it can meet these technical requirements must submit written evidence of capability to Shannon.Lynch@netl.doe.gov by 13:00 PM on March 25, 2026, as telephone responses will not be accepted. The renewal will enable NETL to maintain continued software access, ensure efficient and effective operations, and preserve access to historical data essential for ongoing research operations. Responses to this notice must be submitted in writing only, and any company challenging the sole source determination or offering alternative solutions must demonstrate concrete evidence of technical capability to fulfill the stated requirements during the specified timeframe.
Notice text
Notice of Intent to Sole Source to OLI Systems Inc., for OLI Studio, OLI Flowsheet, and OLI Engine API Software License Lease and Maintenance and Upgrade Service Renewal POP 05/23/2026 – 05/22/2027.
In accordance with Revolutionary FAR Overhaul (RFO) Part 12 - Acquisition of Commercial Products and Commercial Services, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to negotiate and award a purchase order on a sole source basis to OLI Systems Inc. for the OLI Studio, OLI Flowsheet, and OLI Engine API Software License Lease and Maintenance and Upgrade Service Renewal POP 05/23/2026 – 05/22/2027 because OLI is the only known software that can perform both functions of chemistry inputs and modeling of various water treatment processes at the same time, while providing accurate predictions for precipitation of ions, such as calcium and barium sulfate without having to provide user-defined inputs. This is considered a sole source to OLI Systems Inc. because, to the best of the NETL’s knowledge and based on market research conducted OLI Systems Inc. is the only known source that can provide this type of service. No known potential alternate sources exist which could satisfy the requirement need of NETL’s brine separation process. Renewing will allow NETL continued use of the software, insure the software operates in an efficient and effective manner and have access to historical data.
This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 13:00 PM on 03/25/2026. Responses must be submitted in writing to Shannon.Lynch@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received.
A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
