About this opportunity

The Department of the Interior, Bureau of Land Management, announced a sole-source justification on September 23, 2026, for a contract to procure three Teledyne FLIR Recon HD high-definition, dual-sensor long-range thermal binocular/camera systems with 2 doubler lenses, with responses due by October 8, 2026. BLM Law Enforcement intends to award this contract on a sole-source basis, having determined through market research that Teledyne FLIR Recon HD is the only Section 889-compliant solution meeting its requirements. The systems must support law-enforcement missions including suspect detection and identification, sUAS detection, operational overwatch, search-and-rescue, and evidence collection in remote and austere environments. Required specifications include a high-definition 1280×720 thermal sensor, cooled mid-wave infrared (MWIR) cryo-cooled focal plane array with 8-micron pixel pitch, low-light visible camera integration, and detection capabilities to 9,700 meters for vehicles and 3,900 meters for humans. The system must interface with existing BLM field equipment. BLM will consider quotations and capability information from all responsible sources submitted before the announcement closes; responses may influence whether the agency pursues a competitive procurement instead.

Notice text

The Department of the Interior, Bureau of Land Management (BLM), intends to award a sole-source contract to Teledyne FLIR for three Recon HD high-definition, dual-sensor long-range thermal binocular/camera systems with 2× doubler lenses.

BLM Law Enforcement currently utilizes legacy Teledyne FLIR Recon long-range, cooled mid-wave infrared (MWIR) thermal systems in remote and austere environments. These systems support law-enforcement missions including suspect detection and identification, detection of small unmanned aircraft systems (sUAS), operational overwatch, search-and-rescue, evidence collection, and reconnaissance.

The requirement is for a Section 889-compliant, long-range, lightweight thermal system that integrates a low-light visible camera with a cooled MWIR imager and provides a high-definition 1280 × 720 thermal sensor, High Operating Temperature (HOT) MWIR cryo-cooled focal plane array, 8-micron pixel pitch, and 2× doubler lens. The Recon HD also provides long-range detection capabilities, including specified vehicle detection to 9,700 meters and human detection to 3,900 meters.

Based on market research, BLM has identified the Teledyne FLIR Recon HD as the only Section 889-compliant solution that meets BLM's requirements for a long-range, high-definition, cooled MWIR thermal binocular/camera system and interfaces with existing field equipment. BLM intends to pursue this acquisition on a sole-source basis under the authority applicable to only one source being reasonably available.
