About this opportunity

The Department of the Army National Guard intends to solicit industrial hygiene survey services for four Oklahoma Army National Guard facilities (AASF Lexington, AASF Tulsa, CSMS Norman, MATES Fort Sill, and UTES Braggs) by early August 2026, with responses to the pre-solicitation notice due July 27, 2026. This requirement is set aside for Total Small Business.

Performance spans seven months, with contractors required to begin scheduling site visits within 90 calendar days of award and complete all deliverables within 210 calendar days of each scheduled survey date. Tier 1 facilities (high-complexity sustainment and maintenance) require three full calendar days of surveying; Tier 2 facilities (field-level maintenance) require two full days. Survey scope includes comprehensive hazard identification, ventilation system evaluation for OSHA and National Guard Bureau compliance, air sampling for painting, welding, and grinding operations, noise level measurement with DD Form 2214 and dosimetry on 50 percent of personnel per work area (100 percent if facility has 20 or fewer employees), personal protective equipment inventory documentation, illumination assessment, and facility photography.

Field work must be performed by personnel with at least three years of Army National Guard industrial hygiene experience or a relevant bachelor's degree, with a Board for Global EHS Credentialing Certified Industrial Hygienist approving all field work and reports. The contractor supplies all equipment, tools, and materials; the Government provides workspace and laboratory analysis through WOHL or SGS Galson. Contractors must comply with Army installation security requirements including AT Level 1 Awareness Training, iWATCH Training, and OPSEC Training. No telework is permitted; services are performed Monday through Friday, 0730–1730, excluding federal holidays. Draft reports are due within four weeks of survey completion; final reports are due within two weeks of receiving comments or 90 days from survey date, whichever is earlier. Sixty-seven percent of final reports must be submitted within 60 days of the performance period end.

Notice text

Please notify the POCs below if you are interested in this requirement. A solicitation will be sent to interested parties following the close of this pre-solicitation notice.

The contractor shall conduct a comprehensive industrial hygiene survey and prepare a comprehensive report for the specified facilities as defined in this PWS.

The RIHS has a requirement to anticipate, recognize, and evaluate potential health hazards associated with processes performed at National Guard (NG) working facilities and to provide sound recommendations for hazard control. The surveys will serve to establish a baseline of workplace conditions or update a previous baseline so that a worker’s history of exposures is provided for both civilian and military employees (Army Regulation (AR) 385-10 The Army Safety Program).
