About this opportunity
The Department of the Interior Fish and Wildlife Service seeks quotes for salt cedar herbicide application on approximately 300 acres at Salt Plains National Wildlife Refuge near Jet, Oklahoma, with quotes due August 17, 2026 at 3:00 p.m. Central Time. This is a Women-Owned Small Business set-aside with a 100% small business requirement, foreclosing competition outside that pool.
Place of performance is Salt Plains National Wildlife Refuge in Alfalfa County, Oklahoma. The period of performance runs May 1, 2027 through October 15, 2027. The contractor will apply refuge-furnished Imazapyr herbicide and non-ionic surfactant adjuvant through individual plant spot treatments and small pocket infestations on islands within the Salt Fork of the Arkansas River at application rates of 1% volume-to-volume herbicide plus 0.25% surfactant for individual plants, or 2 quarts plus 0.25% surfactant not to exceed 10 total gallons per acre for larger infestations. Herbicide must be applied minimum 24 hours before forecasted precipitation. The contractor must maintain all required federal and state licenses and certifications, provide GPS-generated spray logs and herbicide application records, and remove all excess materials upon completion.
The NAICS code is 115112 (Soil Preparation, Planting, and Cultivating) with a $9.5 million size standard. This is a firm-fixed-price acquisition with a six-month option to extend at base period pricing. Quoters must submit pricing on a per-acre basis with a total quote for 300 acres. The Service Contract Act applies with Wage Determination No. 2015-5321 (Revision 30) for twelve Oklahoma counties. Evaluation uses a tradeoff process weighing technical approach, technical experience of up to three completed projects in invasive species control, past performance information from CPARS and other sources, and price. Amendment 0001, issued August 5, 2026, moved the quotation submission deadline from 5:00 p.m. to 3:00 p.m. Central Time on August 17.
