About this opportunity

The U.S. Department of Transportation (DOT) Office of Inspector General (OIG) is seeking a Commercial Off-the-Shelf (COTS) Audit Management System (AMS) to modernize its audit tracking, project management, documentation, and reporting capabilities. This solicitation targets software publishers with a solution that meets the OIG's functional, technical, and security requirements, focusing on compliance with Generally Accepted Government Auditing Standards (GAGAS). The evaluation will prioritize technical capabilities, usability, and past performance, with these factors being more important than price. Proposals will be rated using adjectival ratings from Outstanding to Unacceptable across three main criteria: Technical Capabilities, Usability (including potential presentations and testing), and Past Performance. Interested vendors must submit their technical and cost proposals electronically by June 16, 2025, at 12:00 pm Eastern Time to the specified email addresses.

The contract has no specific set-aside designation and will be awarded as a Firm Fixed Price Task Order with a five-year period of performance, consisting of one base year and four one-year option periods. The place of performance is Washington, DC 20590, with an initial user base of approximately 150 users, potentially growing to 200 over the contract duration. The system must support 150-250 concurrent users, provide offline functionality, integrate with Microsoft Office and SharePoint, and comply with Section 508 accessibility standards and NIST 800-37 Risk Management Framework. Key technical requirements include advanced features like granular access control, comprehensive project status tracking, recommendation management, and the ability to generate complex reports. The DOT anticipates awarding the contract based on best overall value, with the NAICS code 513210 (Software Publishers) guiding the procurement process.
