This special notice serves as a notice of intent to award a sole source requirement for narcotics destruction/incineration services to the City of Long Beach (411 W Ocean BLVD Long Beach, California 90802-4511, United States).  U.S. Customs and Border Protection facilities located within the San Diego and Los Angeles areas have a requirement for seized narcotics destruction. The vendor must be within the closest possible proximity to CBP’s facilities in order to prevent security risks associated with transporting high value illegal contraband. The vendor shall allow CBP components into the facility to destroy unlimited amounts of seized narcotics and other seized material in an environmentally safe disposal system.

This proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1)(i).  This notice of intent is not a request for competitive quotations; however, interested parties may identify their interest and capability to respond to the requirement by Monday, May 23, 2022 at 8:00am Pacific time.  A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  Any vendors who believe they can provide the services and can provide proof of ability to meet the requirements should email their company’s capabilities information to the attention of Contracting Officer Benjamin Dorgan by the required response date.  Only email submissions sent to the following address will be accepted: benjamin.j.dorgan@cbp.dhs.gov.  No phone calls.  Information submitted should fully support the company’s capability to perform the work required.
