About this opportunity

The U.S. Coast Guard issued a sole-source justification notice for accounting oversight and auditing services related to Public Law 85-804 relief funds allocated to Eastern Shipbuilding Group for the Offshore Patrol Cutter (OPC) Stage 1 acquisition program. The services are designed to ensure accurate expensing of relief funds and monitor all aspects of the contractor's financial system, with artifacts reviewed by senior USCG leadership, the Department of Homeland Security Office of the Chief Financial Officer, and relevant congressional committees. Deloitte & Touche LLP was awarded the contract on December 10, 2025, as a sole-source vendor based on their extensive existing knowledge of Eastern Shipbuilding Group's financial processes and proven track record managing $659 million in relief funds since February 2020. The firm-fixed-price task order totals $4,577,545 and covers a five-year period from September 30, 2025, through September 29, 2030, consisting of a base year with four one-year option periods. The justification emphasizes that Deloitte's continuity and deep understanding of the program's financial trends present the best value, while onboarding a new contractor would introduce significant operational and financial risks to the relief program.
