About this opportunity

The General Services Administration (GSA) is conducting market research through a Request for Information (RFI) for the follow-on vehicle to the FSSI Office Supply 4 (OS4) Blanket Purchase Agreements (BPAs). The government intends to award a five-year contract consisting of a one-year base period and four one-year option periods. The BPAs will be issued against GSA Federal Supply Schedules with multiple Special Item Numbers (SINs). The government is seeking information on topics such as a reasonable minimum order amount, the potential inclusion of Ability One products, the award structure, and the appropriate SINs to be included. Interested companies are asked to provide responses to eleven specific questions by April 17, 2024.

This opportunity is not set-aside, and the NAICS code is likely 339940 (Office Supplies and Devices) and the PSC is 7510 (Office Supplies). The current OS4 BPAs are the best-in-class vehicle for office supplies for the government, and the follow-on OS5 contract may include furniture requirements. The government is not seeking proposals at this time and is solely conducting market research, with no liability to pay or reimburse any responding companies.

The General Services Administration (GSA) is conducting research by way of a Request for Information (RFI) for the follow on vehicle for the FSSI Office Supply 4 (OS4) Blanket Purchase Agreements (BPA). The Government currently intends to award a five year period consisting of a one (1) year base, and four (4), one (1) year options. The BPAs will be issued against GSA Federal Supply Schedules (Multiple SINs). The OS4 vehicle is the best in class vehicle for office supplies for the government. The government intends to award the follow on, OS5, either with furniture requirements or include furniture at a later date.

This RFI does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ) or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any cost incurred by interested companies in response to this announcement will not be reimbursed. Pursuant to FAR 52.215-3, this is a RFI notice only. This RFI is for planning purposes and is solely issued for conducting market research. The Government is NOT seeking or accepting proposal from this RFI.

Specific Responses will not disqualify or have an impact on participating in any future solicitation. Not responding to this RFI does not preclude participation in any future solicitation.

GSA is seeking information from interested companies as part of market research. Responses to the market research shall include:

2. Would a separate CLIN for Ability One products be beneficial?

3. Do you recommend a new award structure that differs from the current three CLIN structure by east/west coast? If so, what is the recommendation?

4. Are MAS SINs 339940, 339940OS4, and 33721 the best solution for this requirement? Are there additional SINs that should be included?

5. Is there at least 5 years remaining, including options, on your MAS contract?
