About this opportunity
The Department of the Army Materiel Command Contracting Command Rock Island Arsenal is seeking information from vendors of telecommunication products and services in the Kingdom of Saudi Arabia. This is a Request for Information (RFI) for planning purposes only, not a formal solicitation. The goal is to provide commercial cellular telephone and high-speed data services to the Office of the Program Manager - Saudi Arabian National Guard (OPM-SANG) Modernization Program. Key requirements include providing services to government-owned devices, monthly English billing, an English-speaking customer service team, and a preference for a primary carrier with nationwide coverage and scalability. Responses to the RFI, which are due by April 19, 2024, should address the contractor's ability to meet the requirements outlined in the draft Performance Work Statement.
This RFI does not use any set-aside designations. The relevant NAICS code is likely 517311 (Wired Telecommunications Carriers) and the PSC code is D304 (ADP Telecommunications and Transmission Services). The RFI does not mention any incumbent contractors or potential award values. The government is seeking feedback and information from interested parties, not proposals for a specific contract.

QUESTIONS FOR INDUSTRY
1. Does your company have a business license and VAT certificate for the Kingdom of Saudi Arabia (KSA)?
2. Are there any capabilities as outlined in “DRAFT PWS for STC Mobile Phone Services 04 Apr 24”, that your company would not be able to meet? Specifically including but not limited to PWS items below:
1.1. The Government shall be permitted to use devices already owned by the Government, or purchased by the Government after award of this contract or during the performance period. Devices are not required to be purchased under this contract; however, the contractor shall provide services to any device that works within the Kingdom of Saudi Arabia (KSA).
1.2. The Contractor shall be responsible for providing monthly bills in English for separate accounts, a process for ordering new cellular/data lines of services, and an English speaking customer service team or designated account representative.
