About this opportunity

The National Oceanic and Atmospheric Administration seeks environmental database management support for its Office of Response & Restoration, with quotes due May 7, 2026. This is a 100% small business set-aside; quoters must be certified as small businesses under NAICS 541620 at submission to be eligible.

Place of performance is Norfolk, Virginia. The contract runs from July 1, 2026 through June 30, 2027 (base period) with four optional one-year periods extending through June 30, 2031. The incumbent contractor is Exa Data & Mapping, Inc., operating under contract 1305M223CNCNR0013; this is a recompete.

The work comprises four task categories: Task 2.1 (Data Models Management) is firm-fixed-price and covers maintaining environmental data models, refining automated data import routines, calculating toxicity probability metrics, and ensuring compliance with EPA and ASTM standards. Tasks 2.2 (Field and Laboratory Data Collection and Processing Tools) and 2.3 (Data Integration) are time-and-materials and include maintaining data templates, automating import procedures, providing partner training, and conducting quality assurance reviews. Task 2.4 (Major Spills Data Management Contingency) is optional time-and-materials with a not-to-exceed limitation, enabling surge capacity during environmental emergencies.

Contractor personnel must possess expertise in contaminant chemistry, toxicity testing, database management systems, SQL, Visual Basic, MySQL, relational database management, and cloud-based web services. All employees require security training, NOAA non-disclosure agreements, and compliance with federal personnel security and physical security requirements.

Quoters must submit Volume I (technical approach, maximum 10 pages) and Volume II (pricing matrix with hourly rates for all labor categories, pricing narrative, and certifications). Evaluation uses best-value criteria with technical approach significantly more important than price. Labor rates must remain firm for each period and cannot be adjusted upward except as required by law.
