About this opportunity

The United States Department of Agriculture's Animal Plant Health Inspection Service, Wildlife Services division, is seeking to procure Original Equipment Manufacturer (OEM) main rotor blades specifically for Bell-206B helicopters used in agency operations. The procurement requires six main rotor blades with delivery FOB destination to Cedar City, Utah, or another location within the continental United States to be determined at time of shipment. This solicitation will result in a one-time purchase order rather than an ongoing contract arrangement. The formal solicitation documents will be made available on sam.gov on or about August 26, 2025, and interested parties must monitor that site for the solicitation and any subsequent amendments. Questions regarding this procurement must be directed to Amanda Barbosa, the designated Contracting Officer, via email at Amanda.Barbosa@usda.gov, with the response deadline set for September 9, 2025.

This procurement is designated as a total small business set-aside under NAICS code 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing), which has a size standard of 1,250 employees, meaning only qualifying small businesses may compete for this opportunity. The solicitation does not identify any current incumbents or preferred contractors for this helicopter parts procurement. While no specific award value or budget range is disclosed in this pre-solicitation notice, the procurement involves the purchase of exactly six OEM main rotor blades in a single transaction. The timeline indicates a relatively expedited procurement process, with only approximately two weeks between the anticipated solicitation release date and the September 9 response deadline. The goods fall under PSC category 1560 for Airframe Structural Components, emphasizing the critical nature of these helicopter components for USDA's wildlife management aircraft operations.
