About this opportunity
The Department of the Navy Military Sealift Command intends to extend sole-source IDIQ contract N3220521D4113 with General Electric on an OEM basis, with modification issued September 29, 2026, under a limited-sources justification.
The ordering period extension adds up to six months—three months firm (October 1, 2026 through December 31, 2026) plus three months optional (January 1, 2027 through March 31, 2027)—to bridge the gap until a follow-on IDIQ contract is awarded. Delays in awarding the follow-on contract created risk of service lapse or schedule disruption. The contract ceiling remains $125 million and unchanged. All orders during the extended period will utilize Fiscal Year 2027 Operations & Maintenance, Navy appropriated funds.
MSC requires GE OEM systems, parts, and authorized service technician services for automation systems onboard multiple vessel classes (T-AKE, T-AO 187, T-ESB, T-ESD, T-AK, and LCC-20), including Machinery Plant Systems, Machinery Centralized Control Systems, CoGen Power Take-Off Systems, Power Take-In Systems, and Assured Power Modification Systems. These are mission-critical ship safety items mandated by United States Coast Guard and American Bureau of Shipping regulations.
The single-source justification cites 10 U.S.C. 3204(a)(1) on the basis that GE maintains exclusive intellectual property rights and proprietary technical data; no other entity is authorized to service or provide parts for GE systems; switching vendors would require system replacement across all affected ships at an estimated cost of $4.9 billion with extended operational downtime of potentially three years; and a Request for Information/Sources Sought notice published September 21–24, 2026 yielded no alternative provider responses.
Notice text
Military Sealift Command’s (MSC) Indefinite- Delivery, Indefinite-Quantity (IDIQ) Contract N3220521D4113 ordering period is set to expire on 30 September 2026. To mitigate the risk of a lapse in required services or schedule disruption, a contract modification is required to extend the current contract’s ordering period. This justification supports approval of a modification to the existing sole-source IDIQ contract, N3220521D4113, to extend the current five (5) year ordering period up to an additional six (6) months. This modification is necessary due to delays in awarding the follow-on sole-source IDIQ contract and will provide MSC adequate time to complete the longer-term follow-on contract action. All other IDIQ terms will remain the same. Modification was issued 29 Sep 2026.
Awarded contract N3220521D4113 to unknown vendor for unknown amount on 2026-09-29.
