About this opportunity
The Naval Supply Systems Command is procuring an Original Equipment Manufacturer (OEM) Carrier Corp. refrigeration compressor through NAVSUP Fleet Logistics Center Puget Sound in support of Military Sealift Command. This is a firm fixed-price supply contract requiring a brand-name Carrier Corp. refrigeration compressor with part number 5H80A19401 that serves as a direct replacement for a failed unit on a naval vessel. The compressor must be compatible with current systems in all aspects of form, fit, and function, with the Technical Manual NAVSEA 0950-LP-018-3010 specifically calling for the Carrier brand. The procurement is structured as a sole source requirement due to the specific brand and technical specifications needed for compatibility with existing naval systems. The solicitation amendment extended the response deadline from August 11, 2025 at 8:00 AM PST to August 22, 2025 at 1:00 PM PDT, with all questions directed to Roger Bowers at roger.s.bowers.civ@us.navy.mil.
This procurement is designated as a 100% Total Small Business Set-Aside opportunity, restricting participation to qualifying small businesses. The requirement involves the delivery of one refrigeration compressor unit to Norfolk, Virginia by August 31, 2025, representing a critical replacement for naval operations. The solicitation was modified after investigation determined that the requirement changed from a rebuilt compressor to a new compressor, resulting in the updated part number specification. Performance will take place within the United States, with the successful contractor responsible for providing the new OEM Carrier Corp. compressor that meets the exact technical specifications required for naval vessel refrigeration systems. The procurement represents the minimum requirements of the government and addresses an urgent operational need for the Military Sealift Command fleet.
