About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure 77 units of electrical and electronic properties measuring and testing instruments under NSN 7Z-6625-016670580, TDP VER 009, REF NR TB2000-NV-A, with delivery FOB origin. The government intends to solicit and negotiate with only one source under FAR 6.302-1 authority, as they do not own the data or rights to the data needed to purchase or contract repair from additional sources, and it has been determined uneconomical to buy the data rights or reverse engineer the part. All firms expressing interest must include their CAGE code on solicitation requests, and interested parties may obtain relevant military and federal specifications from the DoD Single Stock Point or through ASSIST-Online. While this is not a competitive procurement, all responsible sources may identify their interest and capability to respond to the requirement within 45 days of publication (30 days if award is issued under an existing Basic Ordering Agreement). The government will consider all proposals received within this timeframe solely for determining whether to conduct a competitive procurement, though the final determination remains at the government's discretion.
This procurement does not utilize any set-aside designations, indicating it is open to all qualified contractors regardless of size or socioeconomic status. The solicitation is posted as of July 16, 2025, with a due date of September 2, 2025, providing interested parties with approximately 48 days to respond. The specific quantity required is 77 units of the specialized measuring and testing instruments, though no budget range or estimated contract value is disclosed in the pre-solicitation notice. No incumbent contractor or current service provider is identified in the documentation. The procurement falls under PSC category 6625-P for Electrical and Electronic Properties Measuring and Testing Instruments, suggesting specialized technical equipment is required. The government's statement that it lacks data rights and finds alternatives uneconomical indicates this may be a sole-source procurement from the original equipment manufacturer or authorized distributor.
