The Government does not own the data or rights to the data needed for competitive procurement and has determined it would be uneconomical to purchase the data rights or reverse engineer the part. This procurement is intended as a sole source acquisition under FAR 6.302-1, though all responsible sources may identify their interest and capability to respond to the requirement. The Government will consider all proposals, quotations, or capability statements received within 45 days of publication (30 days if award is issued under an existing Basic Ordering Agreement). Interested parties must include their CAGE code on solicitation requests and can obtain relevant specifications and standards from the DoD Single Stock Point or through ASSIST-Online. The posted date is July 17, 2025, with a due date of August 18, 2025.
This procurement does not utilize any set-aside designations and is open to all responsible sources despite the sole source intent. The opportunity involves a quantity of 77 units of the specified testing instruments, though no specific award value or budget range is provided in the notice. The procurement falls under PSC category 6625 for electrical and electronic properties measuring and testing instruments. No current incumbent or existing contractor is specifically named in the notice, though the sole source nature suggests the Government may have a preferred vendor in mind. The determination of whether to proceed with competitive procurement versus sole source acquisition remains solely within the Government's discretion based on responses received to this notice.
