About this opportunity

The U.S. Army Corps of Engineers, Kansas City District, is soliciting quotes for aerial herbicide application services at Wilson Lake Project in Sylvan Grove, Kansas, with quotes due June 24. This is a 100% Small Business Set-aside; the government file summary also designates it for women-owned small businesses (WOSB), though the primary solicitation text states only Total Small Business.

Place of performance is Sylvan Grove, KS. The contractor shall aerially spot-spray up to 450 acres of invasive Phragmites species across approximately 50 miles of shoreline during July 10 through October 15. The contractor must provide all personnel, equipment, and materials, including contractor-furnished aquatic-labeled Imazapyr and Methylated Seed Oil (MSO) applied at 2 quarts imazapyr and 1 quart MSO per acre, delivered at no less than 15 gallons per acre. Services are priced on a firm fixed-price basis per acre.

Additional requirements include maintaining spill kits, complying with weather restrictions (no work when wind exceeds 15 mph or within 4 hours of precipitation), limiting non-target species damage to a 100-foot perimeter, providing completed herbicide application reports and GPS files, and returning any unused chemical. A pre-work orientation is required within 3 days of award. Quotes must remain valid for at least 90 days from the due date and shall be submitted in PDF via email to cade.s.zelinsky@usace.army.mil.

The NAICS code is 115112 (Soil Preparation, Planting, and Cultivating) with a $9.5 million business size standard; PSC code is F001 (Natural Resources/Conservation—Aerial Fertilization/Spraying). Evaluation factors are price, relative experience with similar aerial herbicide projects, and past performance, with the latter two combined weighted more heavily than price. Offerors must submit one to three Relative Experience forms and completed Past Performance Questionnaires.
