About this opportunity
The Department of Agriculture Forest Service is seeking to procure planting supplies for the Ochoco National Forest, specifically 400,000 feet of Tiller Netting and 200,000 rigid seedling tubes. The Tiller Netting must be lightweight, non-oriented elastic netting designed to protect seedlings against deer, rabbits, and rodents while allowing for lateral growth without restriction, and it must biodegrade over 12-18 months. The rigid seedling tubes should be 4" x 18" in size (with 4" x 20" or 4" x 24" alternatives acceptable), constructed of polyethylene and polypropylene with diamond mesh design to prevent browse damage from wildlife and cattle, and must photodegrade when exposed to sunlight over 3-5 years. Both products must be delivered in forklift-compatible configurations: Tiller Netting in rolls of 5,000 feet or more and seedling tubes in boxes of 250-500 units secured on pallets. The pre-solicitation notice was posted on March 4, 2026, with a due date of March 5, 2026, indicating an expedited procurement timeline.
This is a Total Small Business set-aside contract, restricting competition to small business concerns. The pre-solicitation notice does not identify any incumbent contractors or provide specific award values or budget ranges for the procurement. The notice classifies the procurement under NAICS code 339999 (All Other Miscellaneous Manufacturing) and PSC code 3710 (Soil Preparation Equipment), which may affect small business eligibility determinations and classification considerations for interested vendors. No evaluation criteria, pricing methodology, or contract period information is specified in the pre-solicitation notice.
