The buoys must operate remotely in ocean surface environments and collect oceanographic, hydrographic, bathymetric, geophysical, and acoustic data. They are free-drifting, unpropelled systems capable of measuring ocean surface temperature with optional subsurface measurement capabilities including conductivity, temperature, depth (CTD), Acoustic Doppler Current Profilers, bioluminescence, acoustics, echosounders, optics, pressure, and wave spectra sensors. Systems explicitly exclude active steering, propulsion, or remote navigation. Buoys must be deployable via surface vessel (1 to 60 feet altitude, 0 to 25 knots speed) or airborne methods (500 to 10,000 feet altitude, up to 300 knots speed). All instruments must meet an 18-month shelf life standard and operate for a minimum of 180 days with hourly reporting intervals on alkaline or lithium batteries (rechargeable lithium under 100 Ah capacity). Power systems and modems must comply with DISA approval and Department of War cybersecurity and encryption standards for Controlled Unclassified Information.
Performance occurs at NAVOCEANO, John C. Stennis Space Center, Mississippi. The ordering period is 24 months with specific delivery schedules and sensor configurations defined in individual delivery orders.
